Unable to change order of customer fields in backend

Hello,

I'm trying to re-arrange the fields of the customer information.
When I click the small move-up or move-down arrows, nothing happens.
There are some locked items too, I can not re-arrange them, even after a general check-in

Must be something very simple I'm overlooking. Can anyone please help me out?

I just found a way to work around it:
open each field seperately, and set the ordering number there. save and exit.
dot this for all your items. luckily I only have 23 fields ;-)
