being double shipping charged with paypal

I must have a virtumart setting configured wrong because it is charging for shipping in virtumart (what I wanted), then when the order re-directs to paypal, paypal is adding in another shipping charge again.  I have a shipping charge set in my paypal account for other websites, but this site is different.  Is there a setting in virtumart that will disallow paypal to add in shipping charges?  it worked perfectly with joom 1.5 and virtumart 1.x  I recently upgraded to joom 2.5 and virtumart 2.0 and now i cant remember what the correct settings are or where that are at for this.

Does the Virtuemart 2.x not pass on information to paypal like it did in Virturmart 1.x ?

Is that the problem?
