inventory not subtracting

Greetings!

I am having a problem where inventory is not being subtracted after a customer places an order and pays through paypa.  is there a setting I am missing that is causing the inventory to not be taken off each time a succesful payment ins made?

I think that the inventory updates only when you change the order status to "delivered"
