Not able to save bill to information

Everything was working fine. But recently I configured that Customers are not able to save bill to information since last 3 days.
I check, but no major changes in the code has been done.
What could be the problem. can anyone suggest.

I think it is cache problem.
I have enables joomla cache plugin with cache time of 15 min.
So after 15 mins when in I refresh the bill to information page. All the information appears.
If I disable joomla cache, then while clicking on add to cart page, virtuemart redirect to my home page.
Please some one suggest me what to do. I am trying to debug in every possible way. but no clue

Disabled the following:
SEF from global configuration,
Disables sef plugin
Disabled cache plugin

Everything works seems to work fine. Can someone help me how to run SEF URL in Virtuemart 2 and Joomla 1.5.23
