VM- PayPal plugin set up fine, but cart says no payment method available

I have a major problem with the built in PayPal plugin/Payment. Just won't work. I have read the guide to setting it up and followed it. I have set up correctly a merchant account with PayPal , and am using the correct merchant address. I include screenshots of my paypal VM screens. What happens as 1st screenie shows the cart does not recognise there are any methods of shipping available. However if I disable the VM Paypal method and use the VM standard method it will allow it to process ( however I need to Payapl option)

In my configuration I have alternately set & unset the option to auto select paymenyt  ( I only have ONE method)  it makes no difference.

Can you assist please

Hello,

You have set up country restrictions: New Zealand, and United states.
If you have not set up your Bill to address, and the country is not one of them, then the payment option will not be displayed
