No shipment options after AIO installed

I had a shipment working perfectly on my site about a month ago.  I just received a complaint that there were no shipment options in the checkout.  When I checked my shipment option, i received the error "There are no shipment plugins installed, please go to http://dev.virtuemart.net/projects/VirtueMart/files and download/install the latest com_virtuemart_aio"

I re-installed the AIO and updated the tables, still no options to choose from even though I did see shipment options install. 

Any suggestions on fixing this?

everything is up to date(2.0.8e)

just make sure you have gone to extensions>.plugins>>shipment options and they are published.
