Different Tax per Manufacturer?

Hi all, I've been trying to work out how to have a different tax rule for a manufacturer without having to add extra categories etc.

Currently have 5 manufacturers.

1 manufacturer sells Childrens clothes only, so its products are VAT exempt in the UK

Any ideas on the best way to set this up, without having to add extra categories for the products by this manufacturer?
