Quantity Discount Per Bill

I am running Joomla 2.5 and Virtuemart 2.5.4 with the quantity plug in by istraxx.

I have many discount calculation rules for quantity and they work great on the item lvl. However, when a user selects multiple orders of the same product the discount no longer applies.

I have adjusted the settings to allow for a price modified before & after tax per bill and they still calculate incorrectly. Under this setting the base value for 1 item is used as a total discount. It seems as if the system simply recognizes the presence of 1 item despite the cart having 4 separate orders of the same item in the cart. The rules table is completely forgotten it seems...

the settings are

modus = empty

min =1, max = 1, overwrite = empty,
min =2, max = 3, overwrite = 1.45,
min =4, max = 5, overwrite = 1.95,
min =6, max = 11, overwrite = 2.95,
min =12, max = empty, overwrite = 4.7,

dimension unit = empty

Any help appreciated. There seems to be little documentation on this matter.
