UPS Shipping Plugin VM2

I spent the money for the plugin and got an error message and after a week of requesting support - I got none.
This is the error message:
I've run the VM2.0 updater and it's current - there was no 'vendor' directory - I created one.

The folks at Istraxx finally came through and helped with the bugs in their plugin. I still cannot get 'any' shipment options to show up.
1) logged in or not
2) shipment country turned off or on
3) with shipping and billing address
4) with one shipping option or 2
5) correctly listed items

2 methods of shipment one of which is the UPS shipment method
