payment using webservice from dotnet website with credits to user ?

Hii everyone, I'm having confusion about webservice implement in virtuemart! i'm getting webservice from dot net developer including wallet credits so that he can purchased products from our virtuemart and deducted amount from his wallet for product purchased!

Can virtuemart supports soap services  so that users from dot net websites  used ther account balance  to purchase virtuemart products!!
