VM2 skips checkout step 2

Hi!

I am using J2.5.4 and VM2.0.6 , shipment and payment are both activated.
The problem is that the checkout does not warn or prompt me to fill in shipment information, it jumps to checkout step 3 and ask for credit card info.
Then straight to step 4 and confirm order without any shipment method chosen.

Why is this happening? Is there a way to get VM to prompt me for shipment method?
