no shipping in configuration board

PS : i'm new with joomla 1.7 and virtuemart 2. This morning I installeed joomla and virtuemart and there was no shipping in configuration board of virtuemart (no shipping menu in board). What's the problem. Now i've uninstalled the programs and i try to install again. I don't understand. sorry for my englsih
