PayPal and the Shipping Address

I have an order that was completed through PayPay Standard.  The customer had specified a second address to ship the product to.  PayPal has this neat feture to print out shippong labels but it used the billing address, not the shipping address.

What is going on here and how do I fix it?  PayPal doesn't need to know the billing address as it deals with that internally.  I VM sending the billing address and not the shipping address or is it sending both and PayPal is ignoring the shipping address?
