Tax Rate by Category / Item Type

Is there a way to configure VM2 to accommodate item categories that are not taxable?  For example, some states in the US do not tax clothing.

I would need VM to work either one of two ways:

1) Apply tax globally but exclude certain items (like the 'apparel' category) from the calculation
or
2) NOT apply tax globally, but apply tax to certain categories (things other than apparel)

yes, have you looked in the calculation rules?

and you can even do certain products
