Manual shipping set up

I need to set up manual shipping so the weight of each item can be set as a number.

For example one 1 item =$5  2 items =$8.50 3 items=$8.50   4 items=$10.50 so the shipping just calls up a fixed pricing table depending on number of items

Locations are set up as domestic and 2 international zones as we use express post so sometimes we can fit 5 items in sachel for the same price as 2 items.

I want the calculator to show in shopping cart so users can see how much it will cost to ship multiple items to encourage them to buy....see sample here in other ecommerce platform
