Need custom handling charge configuration

Hello my company ships hazmat products and we need to be able to impose hazmat (handling) fees on some products but not all. We only ship fedex and use the fedex shipping module. Currently we just include the hazmat fee with the product price but this has been a hassle and is now no longer an option because we need to integrate our virtumart with QB.
