Buyer address/info not registered - seller protection?

I'm the administrator for an online store and the client who owns the store has an issue with the way PayPal has been processing some of the virtuemart orders lately.

He says that with some orders, the customer's address/emails/billing info doesn't come up as registered.  I'm not entirely sure what he means by that, but he said because of this, he wont be covered by Seller Protection and I believe he said something about not having the option to automatically generate a shipping label for the order in these cases.
I apologize if this sounds vague, as I'm not 100% clear on the matter, but I'm hoping someone on here knows more about what he's talking about; and how to address this problem?  I know well enough that he certainly needs to be covered under Seller Protection with PayPal, but I'm unclear why some of these purchases with Virtuemart and PayPal have been any different.

The seller protection is related to many things one of which is related to the address

I think that you/your client need to get your head around Paypal's rules
