Fedex and shipping based on zip code in CANADA

Hi,
i would like to change rate basing on zip code in CANADA, knowing that i have two zones classes for zip code , one that i will offer free shipment , the other will be shipped + 40% of the cost .



I saw some different solutions over here but that are not well explained and supported , so i would like to get assistance from you.
