Discount price is not working. It recalculates the final price by its own

When setting a discount price in 4.2.4 version inside a product the price recalculates wihtout reason the final price according to the discounted price.
It thinks the discounted price is the base price or what? what is happening...

I have reported this problem many times and it has been happening forever.
Max thinks that everything is great for him and he doesn't see a problem with it.

It is impossible to calculate the net price based on the gross price if you create any rule only for the name of the selected manufacturer.
At this point, all third-party products (another manufacturer) are calculating nonsense.

For example:
-5% discount rule for manufacturer "A"
TAX for all: 23%

A product belonging to this manufacturer "A" will be calculated correctly
100 gross with tax after conversion without rules = 81.30081 netto
100 gross with tax after conversion with -5% rules = 85.5798 netto
100 gross with tax after conversion with any rule = 85.5798 netto

And now, magic spells if the product does not belong to a manufacturer "A" for which there is a -5% rule.
100 gross with tax after conversion without rules = 81.30081 netto
100 gross with tax after conversion with -5% rules = 85.5798 netto
100 gross with tax after conversion with any rule = 100 gross becomes 105.26316 gross and netto = 85.5798  (??)

I am talking about the override price.
When we put override price and enable for final price it autorecalculates the final price. :/
