Define specific shipment methods

Hello,

I am a beginner.

Joomla version = 3
Virtuemart version = 3

1- I decide to define specific shipment methods related to specific states of a country.
It is possible to set or block countries in shipment method settings, But how can I do it for specific states?

2- Also, I want to define a shipment method for a specific category of products with minimum weight, and it should block other shipment methods when this method has appeared.

Something such as this:

if (category1 and weights > 10KG) then is the heavy method
if (other categories) or (category1 and weights < 10KG) then is light method

Check teh setting for the Standard VM ship by weight zip and country...
