Virtuemart fee limits

Is it possible to set up in virtuemart so that a fee set up using payment methods or taxes and calculations are only triggered once a total value has been reached for a prospective order the fee is applied?
Specifically can it be done with standard VM or is there a plugin that I can use to do it.
