Apply filters to certain countries

I have a few countries with a filter applied to them(e.g. German address, German method of shipping due to cost). How do I go about setting a filter for places that aren't countries, e.g. Northern Ireland and the Scottish Isles? They would always display if no filter is selected

I almost sure I have seen a post about this, I think it meant adding "Country" items for these territories and then filter.
