Suggestion for cart page

Hi, i have configured some shipping rules depending on the address and now when the clients go to cart they can't see any shipping method if they dont first complete the billing address.
That can be confusing. I think it would be more practical and simple to have the billing adrress form fields already opened in the cart page and even better to be marked as Step 1 of completing the order (to guide the client) without having to click to Bill to.
"Bill to" could be a part of the cart page and not a separate page.

What do you think?

Your proposal is logical. The first thing to do, to get a correct price+shipping costs is to get the customer's address so indeed it should be the first thing to fill in.

And I would go further as to include a fillable text form in which to introduce the PO box and country to immediately get the shipping costs in the article's page without making the customer to fill in all his information...

This doesn' t help because shipping rules depend on postal code and not on country.
