Tax & Calculation Rule issue

I have integrated VirtueMart 3.0.16 in my website. I have added Tax & Calculation Rule with Type of Arithmetic Operation as 'Price modifier before tax per bill'. I have also selected a  Product Category to this rule to be applied. But on cart page this rule is applied for all the category products. I need this to be applied for only the selected category. How can I solve this issue?
Also I need to include shipping rate to GST calculation. How can I do this?

for shipping just select the tax rate in the ship module

Are you using template overrides or a one-page checkout extension?
