Sales Tax on Order Item not captured

Using J2.5.28 + VM3.0.18 + Avalara Sales Tax Calculation

I just upgraded from VM2. In VM2, the tax on each cart item was held in the virtuemart_order_items table in the product_tax field. After upgrading, a new order placed always stores 0.00 in this field. Only the total tax on the cart subtotal is stored in the virtuemart_orders table.

I can get the information on each product detail from my Avalara reports; however, viewing the order within VirtueMart always shows 0.00 for each line item. This is especially bad when the customer is viewing their invoice and each line item reads 0.00 sales tax.
