Cart and Checkout process [SOLVED]

Right now if you go to the cart/checkout you first have to accept TOS then "go to checkout."
Next you land on an identical page just that the "go to checkout" button is now a "confirm order."

Is it possible to merge cart/checkout into the same page?
Customers are very confused as to why they have to click twice to create an order.
They haven't noticed the details about "go to checkout" and "confirm order."

Edit:
This is using the very latest Joomla and Virtuemart of course. (3.6.2 and 3.0.16)
The server is using PHP 5.6.23

Thank you, but no results on google are relevant to this issue.
Confirming the order is of course possible, but the customers gets confused by having to press the same button twice (because the first page has the TOS checkbox then the next page will be the exact same page but with confirming the order.)

Milbo says if all is correct the 1st step is jumped..
If not, it will be a hack or use a 3rd party OPC...

For some reason I did not find that link in the google results.

After reading that I can see we need to create our own template override.
