Tax not applying

I have VM version 2, am not sure exactly which version of 2 because I cannot find how to find it.

My state sales tax is not being applied, all the research I've done shows that the fields are filled out correctly, but customers purchasing from my state are not being charged state tax.

Any help is greatly appreciated!!!
