State Down-down Not Working

Using Virtuemart 3 and Joomla 3.5
The State down-down is not populating for a user account. I have three countries published: United States, Canada and Mexico. All three have states published in the backend but regardless of which country you select, no states appear in the State drop-down.

You can see this a www.crocodiletrainstore.com. Just click the Register link at the top to get the new user form and you will see the problem.

Not possible to test on your site as the bill/shoip is fixed at: Wallis and Futuna Islands   Usually is a JavaScript problem.
