How to get Rating to show up?

I am missing something here. I can't get the rating stars to show up on the product page. The label text and stars are not there at all. I have a product that has two reviews, one with 4 stars and one with 5 stars.  So there should be something on the detail page that shows "Average Rating: 4.5 stars". Right? There's a screenshot of my config attached.

Note, this problem persists regardless of which template I'm using, so it must be a config issue.

That config is fine and will display the star rating if your product details template makes a call to the rating.php sublayout. If using overrides check that your productdetails default.php does make that call - in VM default 3.0.9.4 template it is   echo shopFunctionsF::renderVmSubLayout('rating',.........

I have confirmed that my template does make that call. Further, I have switched templates to Beez and this does not resolve the issue. Product Ratings are not being rendered at all, regardless of which template I use. I've looked in the source/output of the page and they are not there (they are not hidden via style sheets.) You can see that I've configured them to appear. But they are not showing up.

There must be some other magical setting somewhere. But where? Please help.

Note, this problem magically fixed itself when I updated to VM 3.0.12.
