paypal not receiving both address, shipping and paiement

Hello
I use Paypal standard
with following parameters
Can override adress : yes on not - it is the same, people can change their address in Paypal. I would prefer they can't
Clients are obliged to have a shipping adress : yes


Everything's working when people choose paiement address = shipping address 
BUT
when they write two different address
the paiment address is not sand to paypal
On paypal is only shipping address send with the mention paiement address = shipping address
Any idea to send to paypal both address ?
