States for worldwide shop

I would sell worldwide. but Virtuemart 2.6.17 comes with empty lists of states.
In sending Virtuemart says, no defined shipping.
Is there any way to fill this state or configuration to solve this.
I am using UPS and GeoLocator from iStraxx.

You can add whichever states you need.

On VM Configuration / Countries you will see a [States] link for each country. You can add as many states as relevant for each country. See the data for USA for format examplaes.

of course the option for add /edit is there.

I dont understand why this info is not filled. 
why all developers have to research this info for every country in world.
nobody i this community share this info for the virtuemart community?
In example Germany and Spain was filled.
