VM3 - adding new Categories - ordering vs parent

In VM3

when adding new categories, the workflow are misleading/confusing

When adding a category to a parent you can't specify the category ordering correctly as dropdown list only show level 1 categories
Currently you have to specify parent category, save, and then correct subcategories are listed in  dropdown for "category ordering"
UI should be changed to following:

"Parent category" should be listed first and below "category ordering"

When value of parent category changes, "category ordering" option should reflect this by listing available subcategories for the chosen parent category
