VM3.0.2_Checkout Page: No Payment Selected Error, What's wrong?

Dear all,

My site's default language is Traditional Chinese,
and VM3 is running on Joomla2.5.28.

I have created and configured the paypal payment method (all other payment methods are disabled), but still get the following error in the checkout page:

很抱歉，沒有符合您訂單特點的付款方式。 請 。

* English translation of the above Chinese Text is:
No payment selected
Please select a payment method

We are sorry, no payment method matches the characteristics of your order.

make sure you have no countries, shopper groups etc configured in the Paypal method.
clear cache and cookies between changing settings and testing
