Create a 'pick two' product for a gift set

Hello,

I want to make a Pick 2 Gift Set.  The customer could then drop down on a body wash scent as one pick and a scrub or lotion as their 2nd pick.  The cost would be the same no matter what combination they selected.  Could someone point me in the right direction?
