user are blocked

everytime a customer register at my store he is blocked.
If you click on orders and customer -> customer -> (username)
you see userdata:
user blocked yes/no
user systemsmails yes/no

how can i arrange it that the users are standard on no for blocking?

Joomla User Manager / Options /

Set Allow User Registration to Yes
Set New User Account Activation to None - or to Self if you want to lose sales by making them verify their registration
