Shipping Not Saving

I select a USPS shipping and click 'Save',  ( see select-shipping.jpg attached ). The next page the shipment is applied, but shipment method is still present ( see  select-shipping2.jpg) Is that normal ? When I click on 'Check Out Now', the following screen appears ( see usps.jpg ). If I check a shipping button, it goes back to previous page. Any ideas.

If you have One Page Checkout configured then try turning it off.

Since you know what you are doing, do you have a recommendation for the following:

My client will ship her products in stock via the USPS extension. She also will sell products that ship form directly from the manufacturer. Would I create different 'Shopper Group's' to specify which product ships via USPS and which use a third party app like 'Shipping Pro'?
