product pricing, Select default TAX rate by default?

I only have one TAX/VAT rate on my store (20%). When adding a new product, is it possible to get it to auto-select the default VAT rate rather than 'Apply no rule' ?

When I create a new product, for Base price, autoselected already is "Apply default rules" - so my all product VAT rate of 20% is automatically applied. I did not change any settings to make that the default.

Note I am using the pre-release 2.0.26 version but I'm reasonably sure this was also the default in earlier versions.
