PayPal refund shopper notifications

VM 2.0.24

If I set the config to send notifications on refund the shopper is sent an email and in the BE Orders page the 'Shopper notified?' column is set to Yes.
Which is fine!

But...
if I set the config to NOT to send notifications on refund  they are correctly not sent BUT the  'Shopper notified?' column is still set to Yes.

Can anyone else confirm this happens on their site?
