CSS issue after upgrade to vm2.0.22bc

Hello,
I recently upgraded  from v2.0.14 to v2.0.22c on one of my localhost websites after reading the security alert recommendation. After the upgrade I have encountered an issue where the category and product pages are not rendering my joomla template global css files.

Has anyone else had an issue similar to this?

I've been troubleshooting this for a while and have tried reinstalling the upgraded v2.0.22c but the result is the same, css issues in the virtuemart store. Any input would be appreciated.
