VM 2.0.22a can't save parameters for Paypal paymentmethod

All the time when I configure paypal plugin as payment method and try to save configuration - configuration is default again!
When I use other plugin for payment method, configuration saved well...

The same is with shipping method ( I had to download other shipping method than default because default can't be save.

I use:

Now I see that I don't have payment plugins installed in joomla :-(
It's strange because I've installed:

com_virtuemart.2.0.22.zip
com_virtuemart.2.0.22_ext_aio.zip

and
com_virtuemart.2.0.22a.zip
com_virtuemart.2.0.22a_ext_aio.zip

In Joomla plugins manager I see only this:

In Joomla Extension Manager there is a button Discover.
