Hello,

This is not exactly a bug. In my case i was need that change. If you still face that issue please post back with more details.

* In case you are interesting on the next release (perhaps 2.0.12) there will be a total shopper group for non logged users.

This is definitely a bug...I can't understand why need to start every VM project with bugfixing to reach the basic operation. Like why set the Apply generic rule instead of Apply no rule if the 999 of 1000 users would need that? Or why can't we change/choose the default rule?
