Automaticly select free shipping in certain zipcodes

Hello I have a problem, i have searched everywhere but i just cant find the right solution.


I have a shipping rate of €7,95 for all orders
BUT when a visitor lives in the area that i have predefined the shipping must be free.


So now i made new rule: Free shipping with the configuration begin zip: 5911 end zip: 5920

So now when a customer checks out with a (free shipping) zipcode, lets say 5912.
The customer gets a choice:

Free shippin or Flat rate €7,95


I dont understand why? There must be no option becourse the client always wants free shipping.

Can anyone tell me you to solve the problem . I dont know what is going wrong .

You need to configure the 7.95 to only cover the ranges outside 5911-5920 or one to cover everything  before... 1-5910 and one for everything after 5921-xxxx... then it will not show for the FREE zones.
