Is it possible to migrate products from virtuemart 2 to a new install

I have a joomla 2.5 and virtuemart 2 shop, The joomla side of things are not working properly what would be the best process to move virtuemart 2 and joomla to a fresh install?

I would suggest to install xampp (http://www.apachefriends.org/de/xampp.html) on your PC first, then install a fresh Joomla 2.5.11 and a fresh VirtueMart 2.0.21d (2.0.22 will be released soon).
Then make a backup of your installation on the live server.
Afterwards use phpmyadmin, select all VirtueMart tables and export them as an SQL file using phpmyadmin's default export settings - except the 'Add DROP TABLE / VIEW / PROCEDURE / FUNCTION / EVENT should be enabled, too.
Then import the exported sql file with phpmyadmin into your local database. Afterwards go to your VirtueMart backend 'Tools & Migration' and click on 'Install or if necessary update tables'.

The complete installation process takes approximately 15 minutes - probably longer if you do it the first time.
If everything did go well, you can either do the same with your live shop or use 'Akeeba backup/Akeeba kickstart' to transfer the shop from your local PC to the live server (after deletion of the old installation).
