I have 3 questions: Free shipping UPS mod, World-wide Regions/Cities, Reports

Hello,
My First Question: I am thinking of buying the UPS shipping module. However my client sells worldwide and customers in the US get free shipping. Can I accomplish this easily with the UPS module?

My Second Question: I want to add all countries to be able to order, but when I do that there is not list that populates for the city/region anywhere in the world other than in the United States. Do I really have to add each place by hand? Is there a module/something to turn on-what am I missing here?
*I did click on states on Canada and the states are there. I believe all of the important ones-so that anyone from Canada can order.

My Third Question: When I go to to run a Revenue Report I get just a white screen.
When I turn on error reporting I get this:

I am on Virtuemart 2.0.18 and Joomla 1.5.26.

Wow, of course I become tired of waiting for "Customer Service" to help me out. I purchased the UPS Shipping module-and OF COURSE it doesn't work. The plugin page is white with black text with no joomla interface or buttons to save/cancel at all... Now no matter what I select (yes I have an API, account, password and so on) it won't work. I am trying to set up the UPS shipping module to ship to Canada using a good Canadian address, setup a shipment for just Canada, but when I go to check out I get the infamous "Please select a shipment method - We are sorry, no shipment method matches the characteristics of your order." I even tried setting the shipping module to "Free shipping" over $5.00, but even with $10 of products I still get "We are sorry, no blah blah blah. I knew it. Year after year...

Since I am in the UK I have never tried to use UPS but surely their own website should have been able to offer advice on World shipping.
