Shopper Cant save

VM version 2.0.18a Joomla 2.5.2

Open Shoppers under the orders and shoppers tab, then open one of the shoppers, my aim was to add them to a shopper group, click save or save and close, and it wont save because the shopper hasnt got any info in there bill to area, how else am i suppsed to add them to a shopper group? or is this a bug? sjould these fields auto populate from the DB?

NOTE: i tried to update other users and the same thing occurs with all users.
