Taxes (TPS & TVQ) on shipping ...

Good day ,

I have 2 taxes rule :
1 : TPS Country Canada All Provinces
2: TVQ Country Canada and province Quebec only

I need my shippping to be taxed following same rule ... but in shipping configuration tax field i can only choose one taxe rule ... I need to select 2 rules how can i fix this ...

I read that but i have to pay for a module to do this ...  should be basic and included in VM to be abble to add multiple taxes on shipping ...
