Add delivery fee depending on shopping cart amount

Hi all, I wasnt able to find a solution on this one:

I´m working on a shop website for a pizza service. Free delivery is granted on a minimum order value of 8,50 €. Otherwise the customer has to pay a delivery fee. What I want now:

- If the order value is 8,50 € or above = Great
- If the order value is less = A delivery fee of 2,- € maximum (up to 8,50€) is added to the price.

So if a customer orders a pizza for 4,- € for example, the maximum delivery fee of 2,- € is added. Price for order = 6,-
If a customer orders two pizzas for 4,- € each, a delivery fee of 0,50 € is added, because the minimum amount for free delivery is reached (8,50€)
