Tax based on Shipping Address

Is there a setting or code I can implement to have tax be based off of the Shipping address? Currently it is based off of billing address and our state requires it to be based off of shipping.

Nevermind, got it figured out. We migrated the store from virtuemart 1.1.9 to 2.0 and whoever set up the last store manually coded a bunch of tax rules. When set to default on the product prices, the tax works as it should.

MN. It appears that whoever setup the old virtuemart 1.1.9 had setup three tax rules, 1 as default, 1 as a MN tax, and 1 as a food tax (MN doesn't have food tax apparently). When I setup the new tax rules in Virtuemart 2 I just matched these rules since that was what they wanted and every item was coded with either the MN tax or No Tax on Food. When I switched all of the items to default (except for food), the tax displays correctly now and keys off of the address as it should.
