Select a shipment!

Hi I using the latest version of VM2 and all look good until now 
I can add items to the basket and all goes well until asking to choice shipment. I get an message

(We are sorry, no shipment method matches the characteristics of your order. ) please see attached photo.

But if I login I am able to choice the shipment. I am sure there is an option somewhere but I not can find it to activate  everyone to see the shipment    any help with this it would be great.

if a shipment method is assigned to a shopper group, country, state, etc.
Then it will not show up until they select the state, country, or if it's a shopper group , when they log in

is it assigned? do you have to assign it?

Yes it works all fine now, thank you. I add the country assigned.
