"Max products per view in frontend" don't work?

I have tried to change "Max products per view in frontend" in the configurations but that don't seem to work. The numbers change, but when I create a new category it still have "10" as default on "Category Form Initial Display Records". How do I change this? And is it possible to change it on the categories that already are created?
